Authorities in Lowell, Massachusetts arrested a man this week who they believe is responsible for a 1989 homicide outside of a storefront in South Philadelphia.
Vicheth Prak, 43, was taken into custody Wednesday night by Lowell police in connection with the murder of 18-year-old Terrance Carter on Sept. 11, 1989, according to The Boston Globe. Joined by Philadelphia homicide detectives, Massachusetts authorities charged Prak on Thursday with being a fugitive from justice.
At the time of the incident in 1989, The Philadelphia Inquirer reported that Carter, the 316th homicide victim that year, was killed outside Max's Food Store on the 2000 block of South 7th Street. He had been sitting with a few friends just around the corner from his home on Emily Street when two males approached him at approximately 10:30 p.m.
One of the males reportedly asked Carter, "Do you all remember me?" before shooting him in the knee. When Carter attempted to flee the scene, he was shot in the back and later collapsed in an alley. His stepfather took him to Mount Sinai Hospital, but he died later that night.
Police said there were several other violent incidents in the area that night following the attack on Carter, including two shootings and a beating on 7th Street. Authorities said the shootings were likely related to drugs and neighborhood tensions.
Middlesex County District Attorney Marian Ryan said Prak has been ordered held without bail and will face an extradition hearing on March 25.
