Late last month, Pennsylvania Governor Tom Wolf addressed a letter to President Obama with specific recommendations to improve oil train safety.

On Thursday, Philadelphia's City Council passed a nonbinding resolution calling on federal officials to mandate stronger tank cars, NewsWorks reports.

With 42 trains carrying crude oil through Philadelphia on a weekly basis, councilman Kenyatta Johnson said the city is "flirting with disaster" and that the local government lacks the authority to require sturdier tank cars.

Johnson's resolution calls for replacement of the cars that roll through Philadelphia and an explanation of evacuation plans in the event of an accident.
