With 42 trains carrying crude oil through Philadelphia on a weekly basis, councilman Kenyatta Johnson said the city is "flirting with disaster" and that the local government lacks the authority to require sturdier tank cars.
Johnson's resolution calls for replacement of the cars that roll through Philadelphia and an explanation of evacuation plans in the event of an accident.
