As it turns out, the resolution proposal the Eagles submitted to the NFL's competition committee, which would allow for the use of a separate helmet with the team's alternate uniforms, was not about getting black helmets to match their current all-black third uniform.
They've since withdrawn that proposal due to feedback from the competition committee, but owner Jeffrey Lurie confirmed to reporters at the NFL meetings on Tuesday night that the Eagles are interested in bringing back Kelly green – and their proposal was an attempt to make that happen.

"I want to see us use Kelly green as our alternate and Thursday night [Color Rush] type of uniform," Lurie said. "The only thing blocking us is we can't get the Kelly green helmet yet. That's what we're waiting for."
Current NFL safety rules force them to wear dark green helmets with any alternate uniforms (and no one wants to see that); this potential change would allow for them to make the switch to the old-school green, at least on a part-time basis.
"First, I want to try it as an alternate and try to have it for two or three games, see if people like it," Lurie said. "That was the goal to try to make that happen. I'm really confident we'll be able to, but when is that? ... I would love to see it, the sooner the better."
Lurie also said that despite their inability to get this proposal to a vote, the team is going to continue to push for a change that would allow them to return to Kelly green.
"We're going to keep at it because we're really determined," Lurie said, adding that he hopes to have it done by next March's NFL meetings.
"I love the midnight green. I think it's great, but I also want the Kelly green. I'd love for us to be able to have both – some games have one, and some games have the other. I think it'd be more fun."
