A Delaware County man has been charged after his neighbor reported he was looking into her backyard and masturbating Wednesday.
The Delaware County Times reports that 54-year-old Kevin Hartman of Wayne was reported to police by a neighbor who said she saw him performing the act while peering into her lawn where her daughter was playing.
Hartman reportedly snuck behind a recycling bin when she confronted him. The woman told police that Hartman has done this eight times before, but this was the first time it had happened when her daughter was outside, according to the newspaper.
The daughter reportedly did not see him engaging in the act.
NBC Philadelphia reports that Hartman admitted to police that his neighbor catching him was the incentive for the act. Per NBC:
"The possibility to actually be seen by his neighbor excited him and that's the reason for him doing this," said Radnor police Lt. T.J. Schreiber.
He has been charged with corruption of minors, lewd harassment, making an obscene gesture, indecent exposure, and open lewdness. Hartman was jailed on 10 percent of $30,000 bail and is scheduled to have a hearing on Sept. 24.
