Out on probation, Delco man is arrested again on child porn charges

A Delaware County man out on probation after serving time on a child pornography conviction is behind bars again, charged with the same crime.

John James Fisher III, 38, of the 300 block of Copley Road in Upper Darby, was arrested on child porn charges after allegedly searching for and downloading images of young girls between the ages of 13 and 16, Delaware County District Attorney Jack Whelan announced Monday.

Fisher was released from prison in March 2016 and was serving probation at the time of his arrest.

According to authorities, county probation officer Carissa Tilotson observed that Fisher became nervous when questioned about his internet use during a routine check-in at his residence. A search of his electronic devices revealed that Fisher had deleted his internet browsing history, officials said.

Under questioning, Fisher allegedly admitted that he had searched online for images of young girls "in provocative clothing or wearing little to no clothing," authorities said. Fisher allegedly told Detective Edmond Pisani of the county Internet Crimes Against Children Task Force and Detective Sgt. Kenneth Bellis in an interview that he had searched for images of young girls in bathing suits on Google and that he would masturbate to the images.

After that interview, Pisani obtained a search warrant for Fisher's computer and performed a forensic examination, which allegedly turned up five images of child pornography, according to the affidavit of probable cause.

In addition, the affidavit said, the examination allegedly found 300 images on the computer that "may or may not meet the legal definition of child pornography," including many images depicting female children "in a lascivious exhibition of the genitals or pubic areas."

Fisher is charged with the sexual abuse of children, a felony of the second degree, and criminal use of a communications facility, a felony of the third degree.

He was remanded to the George W. Hill Correctional Facility on Sunday, officials said.

His preliminary hearing is scheduled for Jan. 9, 2017.
