New law requires Philly tow truck drivers to provide photographic evidence of parking violations

A new Pennsylvania law requires the Philadelphia Parking Authority and its contractors to take photos of illegally parked cars before they tow them. The evidence will be available to vehicle owners who wish to fight their fees.
