On the heels of a report that determined Pennsylvania has the second highest number of structurally deficient bridges in the United States – an improvement on the previous year's rock bottom rank – PennDOT this week distributed nearly $445.3 million to certified municipalities statewide as part of the "liquid fuels payments" provided by the Act 89 transportation plan. Philadelphia received $33,462,089.33 in payments, part of an overall 16 percent ($64 million) annual increase in payments through the liquid fuels provision, which covers roadways formally adopted by municipalities as public streets. Those roadways must also meet dimension requirements and safely accommodate drivers at speeds above 15 mph.
