Philly man charged in second child luring incident within past week

A Philadelphia man was arrested Thursday after he allegedly attempted to lure a child into his van - his second arrest on similar charges within the past week, police said.

According to 6ABC65-year-old Isaac Dougba, of the 4800 block of Fairmount Ave. in Philadelphia, was arrested on Thursday.

A week before, on July 9, Dougba was arrested on charges of luring a child into a vehicle, stalking and harassment in a public place and was released after posting 10 percent of his $10,000 bail, the Delaware County Daily Times reports.

Police said the 10-year-old girl involved in Thursday's incident identified Dougba and his white, graffiti-covered van.

Investigators told 6ABC that the girl reported that the incident took place at around 7 p.m. Thursday on the 600 block of Darby Terrace in Darby, Delaware County, when she was walking to the store alone.

Police said the girl told them that Dougba pulled his van next to her, rolled down the passenger side window and said, "Do you want to come in?" according to 6ABC.

She said she ran home, and her mother called the police. Police stopped the van, and Dougba was arrested a short time later.

Dougba is currently being held at the county prison on $250,000 cash bail.
