Kenney appoints chief financial officer, commerce director, more

Mayor-elect taps mix of Nutter administration veterans and experienced private industry pros

Mayor-Elect Jim Kenney announced his choices for chief financial officer, commerce director, chief administrative officer and city representative on Monday.

A press release from Kenney's transition team stated Rob Dubow will become CFO, Harold T. Epps will serve as commerce director, Rebecca Rhynhart will serve as chief administrative officer, and Sheila Hess will be city representative.

Dubow, a Wharton School of Business grad, was appointed Philadelphia's finance director in 2008 by Mayor Michael Nutter. He previously was Pennsylvania's CFO from 2004 to 2005, Philadelphia's budget director from 2000-2004 and worked as a reporter for the Associated Press.

Epps has been president and CEO of PRWT Services Inc. since 2007. PRWT Services is a "($100 million) provider of high-performance business solutions ..." and one of the county's largest minority-owned firms, according to the Kenney release.

Rhynhart will "focus on improving the way the City allocates resources, acquires goods and services and the way it hires, trains and compensates employees," the press release states. She has served as Nutter's budget director since November 2010.

Hess is the director of Independence Blue Cross Foundation & Community Affairs, overseeing the company’s charitable $65 million private foundation. She was the first woman to be chair of the Greater Philadelphia Chamber of Commerce’s Young Professionals Network.

Kenney will formally announce these appointments during a press conference at 3:15 p.m. Monday.
